This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. Utakata has 33 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Evasion. When Naruto is targeted by an area effect that lets him make a Dexterity saving throw to take only half damage, such as fireball, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails the save.

Ninja Speed. Utakata can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces.

Red Chakra. Some of Utakata's features grant him "red chakra". If his own chakra is less than his red chakra, he must attempt a DC 12 Constitution saving throw at the end of each of his turns. On a failure, he gains 1 level of exhaustion. This DC increases to 14 in Initial Release, 16 in Tailed Release, and 18 in Tailed Beast Mode. These special "red" chakra are counted separately from his normal chakra. He can use this chakra on one Jutsu or spread them across multiple, but he can not spend these points and his own normal chakra points on the same jutsu. This chakra can extend above his chakra point maximum, and is lost at the end of a short rest.

Deep-throated Vertigo Seal. While controlled by Saiken, Utakata begins suffocating. Additionally, he can hold his breath for twice as long while they he is not.

ACTIONS

Multiattack. Utakata can make 3 unarmed strikes.

Unarmed Strike. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 11 (3d4 + 3) magical bludgeoning damage.

Kunai. Thrown Weapon Attack: +8 to hit, range 30/60 ft., one target. Hit: 5 (1d4 + 3) piercing damage. Utakata may spend up to 3 chakra when he takes this action, making one additional attack per chakra point spent. Each additional kunai deals 3 (1d4 + 1) piercing damage on a hit.

Basic Ninjutsu Technique (1 Chakra). As a bonus action, Utakata can move across liquid surfaces as if they were solid. If he is submerged, he rises to the surface of the liquid at a rate of 60 feet per round.

Transformation (1+ Chakra). Utakata becomes identical to a person, creature or non-magical object he has a complete visual image of. This can not be a light source, armor, tool, or vehicle and, and he can not recreate a magical effect. Creatures must make a DC 16 Investigation check realize that he is transformed. If the creature saw Utakata performing the Jutsu, they automatically succeed. This does not change statistics, save for granting the creature's swimming and flying speeds.

Body Flicker (3 Chakra). Utakata's movement speed doubles, and his movement does not provoke attacks of opportunity.

Hidden Chakra. When Utakata has less than half his maximum chakra, he gains 16 red chakra. He may use this once, regaining all uses at the end of a long rest.

Initial Release. As a bonus action, Utakata enters Initial Release. This reveals him as a Jinchūriki to anyone that can see him and anyone who can detect magic or see chakra may make an Insight check, and he gains the following benefits:

  • The cost of all Jutsu Utakata knows are reduced in chakra costs by 1, except for Jutsu that only cost 1 chakra.
  • Utakata's movement speed increases by +10 ft.
  • At the start of each of his turns, Utakata regains 2 hit points.
  • Utakata gains advantage on Strength and Dexterity checks and saving throws.
  • This state ends if Utakata chooses to do so as an action, or if he is knocked unconscious.
  • Utakata loses 2 chakra and gains 2 red chakra at the end of each of his turns.

Tailed Release. While Initial Release is active, Utakata gains the following:

  • Utakata's unarmed strikes deal an additional 2 (1d4) slashing damage.
  • Utakata's movement speeds increase by 15 ft.
  • Utakata regains additional 2 hit points (4 total) at the beginning of each of his turns.
  • Utakata has advantage on grappling checks, can squeeze through spaces twice as small, and does not suffer the penalties of squeezing into a space one size smaller than him.
  • Utakata can activate Hidden Chakra as a bonus action, and can use red chakra in tandem with his own.
  • Utakata loses 4 chakra and gains 4 red chakra at the end of each of his turns.

Tailed Beast Mode. As a full turn action, Utakata becomes identical to Saiken with the same percentage of hit points remaining. If he is reduced to 0 hit points, Utakata returns to his normal form. Utakata keeps his features, chakra points, and chakra point maximum while in this form. Utakata loses 6 chakra and gains 6 red chakra at the end of each of his turns.

Acid Permeation (10 Chakra). Ranged Spell Attack: +9 to hit, range 30 ft., five targets. Hit: 7 (1d6 + 4) acid damage.

Soap Bubble Ninjutsu (15 Chakra). Utakata exhales a 15 foot radius cloud of bubbles anywhere within 60 feet that lasts for 1 minute. Once per turn per creature when a creature spends more than 10 ft. of movement while with this area, they must succeed a DC 17 Dexterity saving throw. On a failure, they take 11 (2d6 + 4) bludgeoning or acid damage.

Sticky Bite (3 Chakra). Melee Spell Attack: +9 to hit, reach 5 ft., one target. Hit: 15 (3d6 + 4) acid damage.

Blinding Bubbles (2 Chakra). When a creature takes damage from Soap Bubble Ninjutsu or Sticky Bite, they become blinded until the beginning of their next turn.

Soap Bubble Slime (3 Chakra). When a creature takes damage from Soap Bubble Ninjutsu or Sticky Bite, they become restrained until the beginning of their next turn.

Bubble Clone (4+ Chakra/Clone). Tsukiyo creates up to five clones. Each clone has 5 hit points and the chakra spent creating it (this applies to things that would reduce the cost). The clones can take actions as normal, but do not benefit from the Extra Attack feature. Tsukiyo controls them and they act on the same initiative. They last until they are reduced to 0 hit points, they expend all of their chakra, Tsukiyo dismisses them at will, or they fall unconscious. If the clone still has chakra when it dissipates, Tsukiyo regains any remaining chakra from the clone - 4 (minimum 0). Each clone is otherwise identical to Tsukiyo, including equipment, features, and any effects affecting Tsukiyo when he creates the clone. Any charges, such as from features or magic items, are shared between all clones and Tsukiyo. If an effect would cause a clone to gain at least 1 level of exhaustion, including at the end of the effect's duration, is hit by an attack, or fails any saving throw, the clone dies. the effect fails and the clone automatically dissipates. When a shadow clone dissipates, the main body receives any memories it has acquired as if it experienced it itself.

Bubble Jutsu Drift (10 Chakra). Every creature within 5 feet of Utakata is encased in a large bubble with a flying speed of 45 feet for 1 minute (concentration). This jutsu immediately ends if the bubble takes any damage.

Drowning Bubble (7 Chakra). One creature within 30/60 feet must make a DC 17 Dexterity saving throw. On a failure, they begin suffocating for 1 minute (concentration). At the end of each of its turns, the target can make a DC 17 Strength saving throw. On a success, the target is no longer suffocating. If they take at least 10 damage from a single effect, this jutsu automatically ends.

Water Dragon (15 Chakra). Utakata forms a dragon from water within 60 ft. for 1 minute (concentration). He can form and control up to 3 dragons at a time. Beyond being Large, vulnerable to fire damage, immune to non-magical and cold damage, not being able to move, and having 90 hit points and 18 AC, it has the same statistics as Zabuza. It acts on his initiative and has the following actions:

  • Multiattack. It can make one bite attack and two claw attacks.
    • Bite deals 3 (1d6) piercing damage
    • Claw deals 2 (1d4) slashing damage
  • Grapple. The dragon uses the grapple attack. While grappled in this manner, a creature can not breath.
  • Self Destruct. The dragon can be sacrificed, ramming itself into a target at high speeds as a ranged spell attack. The target is pushed 40 ft. away and takes 43 (8d8 + 4) cold damage on a successful hit.

Wisdom Wolf Decay (20 Chakra). Every creature within a 60 foot radius must succeed a DC 17 Wisdom saving throw. On a failure, they take 11 (2d6 + 4) acid damage. Creatures must retry this saving throw every time they end their turn within range for 1 minute. The cloud can be blown away with a sufficiently powerful wind.

REACTIONS

Substitution (3+ Chakra). When Utakata is hit by an attack and would take damage, he decreases the damage by 21 (1d10 + 16) and teleport up to 15 ft. in any direction to an unoccupied space, during which he takes the Hide action. A generic object is left in his place, and Utakata takes any remaining damage from that attack. Utakata can reduce this damage by an additional 6 (1d10) points per chakra point spent over the initial cost.

Becoming a Jinchuriki relatively later in life compared to many of his contemporaries, Utakata is a lover of peace. While he never truly befriended Saiken, the Tailed Beast shared many of his beliefs and didn't actively fight him. As such, he is generally able to switch between his jinchuriki forms without the slug trying to take over his body.

Once a respected jonin, he left the Hidden Mist Village during the Blood Mist era under Yagura Karatachi's rule, though this was mostly due to his master attempting to extract Saiken from his body to protect him, fragmenting his memory and only leaving a sense of betrayal. Wandering the land while constantly being hounded by Mist hunter-nin, he fended off one such attack in the presence of En no Gyoja's granddaughter, Hotaru, who believed him to be fending off an attack on her. Despite refusing to train her as a shinobi, he still allowed her to follow him, wishing to repay her protecting him by returning her and her grandfather's technique to Tsuchigumo Village. Unbeknownst to him, Naruto, Sakura, Sai and Yamato had already been assigned by the Fifth Hokage to protect her. After a short fight, he considered his debt payed and left. The next day, he stumbled into the Magaki Group. Easily besting the group at first, he was captured in a barrier and almost killed, though his jinchuriki powers kept him alive. Tailing them from a distance, he just barely saved Hotaru, who convinced him to stay.

Returning Hotaru to Tsuchigumo Village, the two were separated as she talked to her clan's elder. Shortly after, she was captured by Shiranami, who was using her sealed Tsuchigumo Style: Forbidden Life Technique Release: Creation of Heaven and Earth to collect chakra to use for his Fury. Sensing something suspicious, both Naruto and Utakata tracked the two, eventually defeating Shiranami before he could activate such a destructive jutsu. Finally accepting his role as Hotaru's master, and accepting that violence is sometimes necessary for defense and that the Mist had changed, he temporarily left Hotaru to turn himself in and ask for official permission to travel and train a student. However, he found the hunter-nin team dead, and was shortly taken down by Pain's overwhelming power, and had his tailed beast removed as the third to last beast sealed by the Akatsuki, killing him in the process. After Pain's defeat, he would be reincarnated by Kabuto and Obito, where he did battle with Killer B and Naruto, and eventually being taken down by Kakashi and Might Guy long enough for Itachi to force Kabuto to release his Edo Tensei.
