This spell is supposed to be a last resort option so, It's designed to consume everything you have. And leaves you wiped afterwards.
Thunder Shock Last Resort
1st-level Evocation
Casting time: 1 action
Range: 120 feet.
Components: None
Duration: Instantaneous

This spell also cannot be chosen for feats or features similar to Spell Mastery or Signature Spell.

In order to cast this spell, you must have at least one unused spellslot. When you cast this spell, you expend all your spellslots and you make a ranged Spell attack to one creature within 120 feet. For each spellslot consumed by this spell, this spell gains A higher spell save, and deals lighting damage according to the table below. If the creature is not reduced to 0 hit points, they must succeed a Constitution saving throw. On a failure, they are considered unconscious for the number of rounds rolled using the chart and the highest spell slot expended. They may reattempt this saving throw at the end of each of their turns, ending the effect early on a success.

If the total Spell slots consumed by this spell is 20 or higher the caster has to make a Constitution saving throw against the caster's normal spell save DC or be paralyzed for 1d4 rounds.

This spell is considered to be the spell level of the highest level spellslot expended.
