Avoidance. If Xemnas is subjected to an effect that allows him to make a saving throw to take half damage, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails.

Emotionless. Xemnas has advantage on Charisma(Deception) checks, and disadvantage on Wisdom(Insight) checks.

Innate Spellcasting. Xemnas’s spellcasting ability is Charisma (Spell saving throw DC 19, +11 to hit with spell attacks). He can innately cast the following spells, requiring no material components:
At-will: blink, shocking grasp (as a 17th-level spellcaster)
3/day each: banishment, dispel magic, telekinesis
1/day each: forcecage, plane shift, teleport

Legendary Resistance (3/Day). If Xemnas fails a saving throw, he can choose to succeed instead.

Magic Resistance. Xemnas has advantage on saving throws against spells and other magical effects.

ACTIONS

Multiattack. Xemnas makes five ethereal blade attacks or two unarmed strikes.

Ethereal Blade. Melee or Ranged Spell Attack: +11 to hit, reach 5 ft. or range 60 ft., one target. Hit: 9 (1d8 + 5) force damage.

Unarmed Strike. Melee Weapon Attack: +10 to hit, reach 5 ft., one target. Hit: 8 (1d6 + 4) bludgeoning damage and 7 (2d6) lightning damage. This is a magic weapon attack.

Force Spheres (Recharge 5-6). Xemnas hurls balls of magical energy at two points within 60 feet that he can see. Each creature within a 15-foot radius sphere centered on those points must make a DC 19 Dexterity saving throw, taking 35 (10d6) force damage on a failed save, or half as much damage on a successful one. A creature in the area of more than one magical burst is affected only once.

Invitation to Nothingness (Recharge 6). Xemnas forces a creature within 60 feet of him that he can see to make a DC 19 Wisdom saving throw. On a failed save, the target is cursed for 1 minute.
While cursed, a target must make a DC 19 Constitution saving throw at the start of each of its turns. On a failed save, it takes 22 (4d10) lightning damage and it wastes its action that turn doing nothing. On a successful save, the creature is free from the effect and can act normally.

REACTIONS

Counter Shield. Xemnas adds 5 to his AC against one melee attack that would hit him. To do so he must see the attacker. If this reaction causes the triggering attack to miss, Xemnas can make an immediate ethereal blade attack against the creature that attacked him.

Counter Attack Xemnas can make two more Ethereal Blade attacks if he gets hit. He must attacker his attacker

LEGENDARY ACTIONS

Xemnas can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Xemnas regains spent legendary actions at the start of his turn.

Detect. Xemnas makes a Wisdom (Perception) check.
Teleport. Xemnas magically teleports to an unoccupied space within 60 feet he can see.
Attack. Xemnas makes an ethereal blade attack.

Xemnas is a powerful Nobody and leader of the cabal known as Organization XIII. Like his Heartless counterpart, Xemnas covets the power of Kingdom Hearts and will do anything to obtain it.

Empty Shell. When the mad sage Ansem became a Heartless, his discarded body did not die. Echoes of his personality, memories, and force of will lingered within the husk, giving it new life as a soulless Nobody. This Nobody took the name Xemnas to distinguish himself from his past self and his Heartless counterpart.
Most Nobodies are amorphous creatures that only vaguely resemble the humanoids they once were. Xemnas is an exception: the sheer willpower he inherited from Ansem lets him retain his original human form, albeit with minor changes to his appearance and voice.
Like all Nobodies, Xemnas cannot feel emotions. This stems from his lack of a soul, and the knowledge that he has lost a vital part of himself leaves him with a sense of incompleteness. He would do anything to become whole once more, without a shred of remorse.

First Among Thirteen. Xemnas is the founder and leader of Organization XIII, a cabal of similar strong-willed Nobodies that share his desire to become whole again. From their fortress in the Gray Wastes, they plot and scheme ways to obtain the power of Kingdom Hearts, believing that it can grant them new souls to fill their empty shells.

Power of Nothingness. Xemnas draws power from the empty void where his soul should be, letting him use unusual forms of magic against his foes. Most notable are his “ethereal blades”, rods of pure magical energy projected from the palms of his hands, which he uses as both melee weapons and projectiles. He can also hurl balls of explosive magical force, and lay an electrifying curse upon his foes.
Xemnas takes a more hands-on approach to combat than his Heartless counterpart. If he is not laying into his enemies with his ethereal blades, he is often hammering them with electrified punches and kicks. He freely alternates between attacking at range and in melee, making him a fast and unpredictable opponent.
