Thank you for helping with balancing issues. I only have one issue with it, and it is the fact that a concentration spell isn't really what I had in mind. It's more of like, the skull becoming an item that deals damage to you to raise the dead in your general vicinity. Like, you don't have to concentrate on it, it just happens, and you take the damage for it.

Hm, I see. Not sure how to balance that, though. If this wasn't concentration, this opens up the possibility for much more ridiculousness, for example, Summon Lesser Demon would allow you to add more minions to an already sizable horde, Hold Person and Tasha's Hideous Laughter could turn the undead from lame mooks into a very serious threat for anyone caught in a mob, and an upcasted Dragon's Breath could do some wild things. All of these are below 4th level. While maybe not having concentration justifies the apparently massively overcompensated damage, I really doubt it.
