Well for an obvious example, Longtooth Shifters would probably love it. Then there's the fact that THP stack up to your bloodied value makes it less disadvantageous for THP heavy parties/characters. And to put the icing on the cake, there are quite a few effects and powers that activate when bloodied (which you'd permanently be). With surface healing being an interrupt, the player can't use it to get THP from a second wind, healing potion, or other self-healing power - I think that's a good thing (otherwise Cloak of the Walking Wounded would give them their blooded value of THP at the start of every battle, rather negating the penalty.
On the other hand, Dragonborn Greaves, Bloodfire Armor, Battlecrazed Weapon gives a permanent +2 Speed, +1 AC, +1 Reflex, +3d6 damage, 2 fire damage to creatures adjacent to you. Marasmusine (talk) 02:08, 16 July 2013 (MDT)

Yeah, I wasn't quite sure how balanced it was because of that, but look at it this way: It's nothing the character can't already get by taking damage. True the THP can make up for the difference in HP, but the feat's got to have some benefit over "Don't heal me unless I'm below quarter health". Foxy Boxes (talk) 14:22, 16 July 2013 (GMT)
