Innate Spellcasting. The boggart's innate spellcasting ability is Charisma (spell save DC 14). The boggart can innately cast the following spells, requiring no material components and only targeting itself:
At will: invisibility, tongues

Magical Immunity. The boggart automatically succeeds on a saving throws against spells and other magical effects, and attack rolls made with spells have disadvantage against the boggart.

Unstable Shapechanger. The boggart can use its action to polymorph into a Small or Tiny humanoid or fey with a humanoid form, or into a Tiny will-o'-wisp, or back into its true form, which is fey. Its statistics, other than its size, are the same in each form. Any equipment it is wearing or carrying isn't transformed. It reverts to its true form if it dies. If the boggart remains in a given form for more than 1 minute, it takes 1d4 necrotic damage at the end of each of its turns.

Ephemeral (Will-O'-Wisp Form Only). The boggart can't wear or carry anything.

Incorporeal Movement (Will-O'-Wisp Form Only). The boggart can move through other creatures and objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object.

ACTIONS

Thrash. Melee Weapon Attack: +9 to hit, reach 5 ft., one creature. Hit: 9 (1d4 + 7) bludgeoning damage, and the boggart is knocked prone.

Shock. Melee Weapon Attack: +5 to hit, reach 5 ft., one creature. Hit: 7 (2d6) lightning damage.

Zap. Ranged Weapon Attack: +5 to hit, range 20/40 ft., one creature. Hit: 5 (2d4) lightning damage.

REACTIONS

Boggart Racket (Recharge 5-6; Fey Form Only). The boggart uses one of the following reactions:
Boggart Confusion. When a creature the boggart can hear speaks, the boggart casts the confusion spell (DC 13) centered on the creature. deafened creatures automatically succeed on this spell's saving throw.
Boggart Cacophony. When another boggart the boggart can hear uses its Boggart Confusion reaction, the boggart increases the spell's level by 2 to a maximum of 9th level.

Boggarts, sometimes shortened to "boggies", are horrid little fey who delight in causing as much mischief as possible. In its true form, a boggart has the appearance of a particularly unkempt gnome with disheveled, light-colored hair, dusky skin, and uncannily large eyes. Boggart speech is littered with profanity regardless of the language it chooses to speak. In their natural form, a boggart stands at about 2'6", but regardless of its form it weighs about 15 pounds and produces a static shock when touched.
The exact origins of boggarts is contested. To some scholars, they are clearly the immature form of the will-o'-wisp. To others this is only a superficial resemblance; boggarts do not feed off of the anger and confusion they cause with their horrid singing, shouting, and worse mischief, they just enjoy it. Other explanations for their existence include the results of a brownie turning evil, a wizard's experiment gone horribly wrong, and a spiteful plague upon the archfey by Baba Yaga herself.
