Gargantuan dragon, any lawful alignment
Armor Class 23 (natural armor)
Saving Throws Dex +8, Con +18, Wis +11, Cha +15
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Multiattack. The dragon can use its Celestial Cloak. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +18 to hit, reach 15 ft., one target. Hit: 21 (2d10 + 10) piercing damage plus 17 (5d6) fire, lightning or radiant damage while the dragon's Celestial Cloak is active.
Claw. Melee Weapon Attack: +18 to hit, reach 10 ft., one target. Hit: 17 (2d6 + 10) slashing damage, plus 17 (5d6) fire, lightning or radiant damage while the dragon's Hurricane Cloak is active.
Tail. Melee Weapon Attack: +18 to hit, reach 20 ft., one target. Hit: 19 (2d8 + 10) bludgeoning damage, plus 17 (5d6) fire, lightning or radiant damage while the dragon's Celestial Cloak is active.
Celestial Cloak (3/Day). The dragon can magically create a cloak of storms as a brilliant nova around itself that lasts for 1 minute. At the start of each of the dragon's turns while the cloak is active, it chooses fire, lightning or radiant. A creature that hits the dragon with a melee attack while within 10 feet of it takes 17 (5d6) damage of the respective type. The dragon also deals an additional 17 (5d6) damage of the same type whenever it hits with a melee weapon attack (included in the attacks).
Heavenly Wrath Breath (Recharge 5-6). The dragon exhales heavenly fire in a 90-foot cone. Each creature in that area must make a DC 24 Constitution saving throw, taking 91 (26d6) fire, lightning or radiant damage (the dragon's choice) on a failed save, or half as much damage on a successful one. If the dragon's Celestial Cloak is active, it must choose the same type of damage as its cloak.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
The tian'lung is the dragon of the sun and the heavens. A dragon of incredible fiery destruction but also capable of creating warming radiance, they are a master of fire and skilled with the elemental powers of the air. The tian'lung are seen as some of the very highest dragons in the entire multiverse and act as divine emissaries of the gods at times or even become a local god at others. They love to sleep for eons upon high mountain monasteries underneath a large pyre, hearing the monks chant in their ancient sutras. A tian'lung loves nothing more than art, jewelry is just alright to it but it would make its home inside an ancient library or museums just to see all the fabulous relics, murals and paintings within. Some of these celestial dragons become tyrants over their community and although their justice is fair it can be uncaring and harsh as well. Tian'lung enjoy food that is well cooked especially with various herbs and spices, they appreciate a skilled cook and the way they infuse flavor more than the cuisine's ingredients itself. A tian'lung especially enjoys roasted pheasant, goose, deer and spiced wines, mixed with potent herbs and burning hot chilis or even smokey sweet plums.
