5e design have special parries as a function of class (i.e. special training), rather than inherent to the weapon. I presume this is a simple weapon so that monks can use it. Consider the wording of 5e SRD:Monk#Martial Arts. Specialized weapons use existing simple weapons (dagger in this case, but you call it a horn knife), then have a feature where you use a Ki point to make a Fighter-style parry (from battle master maneuvers).

If you don't want to take this route, it should be a martial weapon,although it's odd that this weapon has a special parry and other weapons don't. Marasmusine (talk) 09:24, 12 June 2018 (MDT)
