To summarize, the actual "numeric penalty to a specific capability" is the shaken (etc) condition. The mitigation is access to a substance, and money. The problem is that the material is common, easily transportable, and could even be created by the player; and the costs are trivial, particularly at higher levels. As such this is not worth a flaw.
