Saving Throws Str +34, Dex +14, Con +33, Int +25, Wis +22, Cha +32
Legendary Resistance (5/day). If Phlurorh fails a saving throw, he can choose to succeed instead.
Limited Magic Immunity. Phlurorh is immune to spells of 6th level or lower.
Heated Weapons. The dragon's weapon attacks are magic and deal an extra 24 (7d6) fire damage on hit (included in the attack).
Multiattack. The dragon makes a bite attack and four claw attacks.
Bite. Melee Weapon Attack: +34 to hit, reach 35 ft., one target. Hit: 47 (5d10 + 20) piercing damage plus 35 (10d6) fire damage.
Claw. Melee Weapon Attack: +34 to hit, reach 25 ft., one target. Hit: 37 (5d6 + 20) slashing damage plus 24 (7d6) fire damage.
Tail. Melee Weapon Attack: +34 to hit, reach 50 ft., one target. Hit: 42 (5d8 + 20) bludgeoning damage plus 24 (7d6) fire damage.
Frightful Presence. Each creature of the Phlurorh's choice that is within 240 feet of the dragon and aware of it must succeed on a DC 40 Wisdom saving throw or become frightened for 1 minute. A creature that is frightened is also stunned. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 6 hours.
Fire Breath. Phlurorh exhales fire in a 360-foot cone. Each creature in that area must make a DC 41 Dexterity saving throw, taking 1,165 (333d6) fire damage on a failed save, or half as much damage on a successful one.
The can take 5 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The regains spent legendary actions at the start of its turn.
Attack. The dragon makes a claw attack or a tail attack.
Breath Weapon (Costs 3 actions). Phlurorh uses Fire Breath.
