This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. Ibushi has 34 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Evasion. When Ibushi is targeted by an area effect that lets him make a Dexterity saving throw to take only half damage, such as fireball, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails the save.

Ninja Speed. Ibushi can take the dash, dodge, and disengage actions as a bonus action, and can walk on vertical surfaces.

Shirogane Clan. The chakra cost of Ibushi's puppet's innate features (i.e. the ones listed on their creature page) are halved, rounded down. If a feature can only be used a certain number of times per day, he may spend 3 hours with the puppet and a humanoid corpse to allow it to be usable for a number of chakra points equal to 9 / its number of uses.

Puppet Master. Ibushi is in possession of 6 Lizard Puppets.

ACTIONS

Multiattack. Ibushi makes three unarmed strike attacks.

Unarmed Strike. Melee Spell Attack: +7 to hit, reach 5 ft., one target. Hit: 11 (3d4 + 3) magical bludgeoning damage.

Chakra Threads (2 Chakra). Ibushi creates chakra threads that have 11 hit points and immunity to all damage except magical slashing. When he takes the Attack action, he can replace an attack with a grapple check against a Huge or smaller creature within 60 feet, and can use his Arcana instead of Athletics.

Control Puppet. As an action or bonus action while Chakra Threads is active, Ibushi controls 2 puppets within 60 feet. While controlling his puppet(s), he can choose whether he or one puppet takes his action, bonus action, and/or reaction, and both he and his puppet can take their movement. If a puppet leaves the range of his movement speed, he loses control of it. If he can make more than 1 attack when he takes the Attack action, he may make an attack with multiple puppets or multiple attacks with a single puppet.

Poison Mist Hell: Hundred Continuous Firing (4+ Chakra). When Ibushi takes the Attack action, one puppet Ibushi is controlling makes an additional attack with a +2 bonus to its attack and damage rolls. Ibushi can spend 4 additional chakra to make an additional attack to a maximum of 4 total attacks.

Thousand Hands Manipulation Force (6+ Chakra). When a creature controlling one of Ibushi's puppets makes a melee attack with his puppet, they may release one of their 3 seals, causing the attack to target every creature in a 10 foot cone and have a +2 bonus to its attack and damage rolls. Ibushi may increase the range of this cone by 5 ft. for every 3 additional chakra spent by releasing one additional seal. Once a seal is released, it can not be released again until the end of Ibushi's next long rest.

Great Puppet Ascension (6 Chakra). For 1 minute (concentration), any puppet Ibushi controls gains a flying speed equal to its movement speed.

Rear Rotor Slipstream (6 Chakra). Until the beginning of Ibushi's next turn, one of his puppets' movement speed increases by 10 ft., and any creature that ends its turn within 5 ft. of the puppet takes 12 (1d12 + 6) slashing damage.

REACTIONS

Substitution (3+ Chakra). When Ibushi is hit by an attack and would take damage, he decreases the damage by 13 (1d10 + 8) and teleports up to 15 ft. in any direction to an unoccupied space, during which he takes the Hide action. A generic object is left in his place and he takes any remaining damage from that attack. Ibushi can add reduce this damage by an additional 6 (1d10) points per chakra point spent over the initial cost.

One of only three that remain of the Shirogane clan, Ibushi a high-ranking member of his clan, surviving his peoples' civil war and subsequent hunter-nin pursuits due to knowing they couldn't win against the Hidden Sand Village and having in depth knowledge of their hideouts. Taking Gando and Meno with him, the three lay in wait for years. Their potential rise to glory finally came when they uncovered a cache of their forbidden puppets on the border of the Land of Wind. After using them to covertly steal the Master Puppet's chakra orbs from the Lands of Wind, Water, Lightning, and Earth, the trio set their sights on the Land of Fire. However, possession of the spirit orbs was not without its dangers, as his mind slowly began to be taken over by the very thing he intended to resurrect. After attacking numerous villages, they eventually found it in Kisaragi Village, just south of the Hidden Leaf Village, but they were beaten to it by Naruto Uzumaki. After a failed infiltration at the hand of Meno, who traded it off to Gando, who in turn was able to get his final puppet back to their base of operations before dying. Needing more chakra to revive the Master Puppet, he captured Sakura Haruno, but Naruto quickly demanded to take her place. Soon, the Master Puppet was revived, even after Kakashi slew Ibushi with his Lightning Cutter. The Shirogane clan's ambitions were cut short, however, when a combined assault from Naruto, Sakura, Kakashi, Neji, and Shikamaru destroyed the Master Puppet, never to be repaired.
