Fulgur Chosen of the Storm
Medium humanoid (fulgur), lawful good
Innate Spellcasting. The fulgur's innate spellcasting ability is Charisma (spell save DC 17, +9 to hit with spell attacks). It can innately cast the following spells, requiring no material components:
Sky's Shield. The fulgur doesn't need a free hand to benefit from its shield.
Cantrips (at will): light, resistance, sacred flame, spare the dying, thaumaturgy
Wind Hammer. Melee Weapon Attack: +8 to hit, reach 30 ft., one target. Hit: 17 (4d6 + 3) bludgeoning damage, plus 9 (2d8) lightning or thunder damage (fulgur's choice).
Thunderous Rebuke. When a creature within 5 feet of the fulgur that it can see hits it with an attack, it can cause the creature to make a DC 18 Dexterity saving throw. The creature takes 9 (2d8) lightning or thunder damage (fulgur's choice) on a failed save, or half as much damage on a successful one.
In the martial theocracy that the fulgurs live in, the chosen of the storm form the undisputed upper class. Striking foes with hammers made from the wind itself, the chosen of the storm also wield incredibly powerful divine magic. Every chosen of the storm has a second name as part of its role, such as Wind-that-brings-the-rain or Galeseeker, and this name is used in all official matters.
