Fulgur Chosen of the Storm[edit]

Innate Spellcasting. The fulgur's innate spellcasting ability is Charisma (spell save DC 17, +9 to hit with spell attacks). It can innately cast the following spells, requiring no material components:

At will: fog cloud, shocking grasp, thunderwave
3/day each: gust of wind, lightning bolt, wind wall
1/day each: chain lightning, wind walk

Sky's Shield. The fulgur doesn't need a free hand to benefit from its shield.

Spellcasting. The fulgur is a 18th-level spellcaster. Its spellcasting ability is Wisdom (spell save DC 18, +10 to hit with spell attacks). The fulgur has the following cleric spells prepared:

Cantrips (at will): light, resistance, sacred flame, spare the dying, thaumaturgy
1st level (4 slots): bless, cure wounds, detect magic, fog cloud, shield of faith, thunderwave
2nd level (3 slots): aid, blindness/deafness, gust of wind, lesser restoration, shatter, spiritual weapon
3rd level (3 slots): beacon of hope, call lightning, dispel magic, remove curse, sleet storm, spirit guardians
4th level (3 slots): control water, death ward, freedom of movement, guardian of faith, ice storm
5th level (3 slots): destructive wave, flame strike, greater restoration, insect plague, mass cure wounds
6th level (1 slot): heal, planar ally
7th level (1 slot): divine word
8th level (1 slot): holy aura
9th level (1 slot): mass heal


Wind Hammer. Melee Weapon Attack: +8 to hit, reach 30 ft., one target. Hit: 17 (4d6 + 3) bludgeoning damage, plus 9 (2d8) lightning or thunder damage (fulgur's choice).


Thunderous Rebuke. When a creature within 5 feet of the fulgur that it can see hits it with an attack, it can cause the creature to make a DC 18 Dexterity saving throw. The creature takes 9 (2d8) lightning or thunder damage (fulgur's choice) on a failed save, or half as much damage on a successful one.

In the martial theocracy that the fulgurs live in, the chosen of the storm form the undisputed ruling class. Striking foes with hammers made from the wind itself, the chosen of the storm also wield incredibly powerful divine magic. Every chosen of the storm has a second name as part of its role, such as Wind-that-brings-the-rain or Galeseeker, and this name is used in all official matters.
