Wondrous item, very rare (major)

A diminutive golden chime, with a vine pattern carved along it, bearing the name of the god of decadence, written in archaic Gnomish. This item was crafted thousands of years ago as part of a set of chimes intended to destroy the Material Plane.

Maddening Chime. As an action, you can blow into this item to activate it. If you do, each creature other than you within 60 feet of the chime that can hear must make a DC 20 Wisdom saving throw. On a failure, they are under the effects of the confusion spell for the next minute. If they fail by 5 or more, their Wisdom score is reduced to 1 for the next minute, and confusion instead lasts an hour for them.

Once this ability has been activated, it cannot be used again for 1 year.
