Power System[edit]

We're currently brainstorming the best way to implement a system within 3.5 for powers. So far our best idea is to create a Feat-like system, where people have to get Prereq feats that open up certain "areas" of powers. Something where the player picks a base "ability" (i.e. super speed, flight, strength, etc. etc.) and then can build off of that with special powers. Problems[edit]

I'm a Dungeon Master and Dungeons and Dragons player, so I have seen it from both sides of the screen, but I'm going to be honest with you, I'm not up for creating rules for things like super powers. There are no rules in here for how they are applied, what exactly the abilities do, or what their limits are. Could someone with earth manipulation control an earth elemental? Could someone with pyrokinesis control a fire elemental? I'm just concerned about this, and I would love a little more clarity.
