The base height and height modifier could be changed to slightly higher numbers and die.
Last I checked, horses can be pretty tall, so the value affected from bottom of hoof to the shoulder of the humanoid part would make them a rather puny horse, and thus make them unsuitable for mounts.
Along with that... HORSES ARE HEAVY.
A average weight for an adult horse is anywhere from 880 to 2200 pounds, depending on breed and health. The average elf weighs around 170-190.
Overall, the minimum would be about 1,050 pounds.
