Chakra. Shion has 60 chakra points which she can expend. All chakra points are regained at the end of a long rest.

Discernment. When Shion is targeted by an area effect that lets her make a Wisdom or Intelligence saving throw to take only half damage, such as fireball, she instead takes no damage if she succeeds on the saving throw, and only half damage if she fails the save.

Ninja Speed. Shion can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces.

Danger Warning. Shion cannot be surprised while conscious, and can add her Intelligence modifier to her initiative rolls instead of her Dexterity modifier.

Chakra Sense. When Shion takes the search action, she may also attempt a DC 13 Perception check to locate living creatures and magical effects within 30 feet. She see a faint outline around the detected chakra source and what school of magic or chakra nature the magical effect was created from, or one that the creature can use if any, can be discerned by her. This effect can penetrate most barriers, but is blocked by 1 foot of stone, 1 inch of common metal, a thin sheet of lead, or 3 feet of wood or dirt.

ACTIONS

Multiattack. Shion makes 3 attacks with her unarmed strikes.

Unarmed Strike. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 11 (4d4 + 1) magical bludgeoning damage.

Flashing Bell Beams (4 Chakra). Each creature in a 40 ft. line must make a DC 20 Dexterity saving throw. On a failure, it takes 15 (2d8 + 6) radiant damage. Shion may use this jutsu up to 4 times on a single action, with each additional beam dealing 10 (2d8 + 1) radiant damage.

Bell Barrier Jutsu (6 Chakra). One creature or object within 30 ft. has its damage reduction increased by +6 for 1 minute (concentration). While a creature is under the effects of this jutsu, Shion can spend 4 chakra as a bonus action to cure them of one condition and cause them to shed dim light for 60 feet.

Haraigan Foresight (20 Chakra). For 1 minute (concentration), Shion gains advantage on any saving throws she makes, and any attacks against her have disadvantage. If he is attacked, she must attempt a concentration saving throw.

Shrine Seal (10+ Chakra). One creature within 60 ft. must succeed a DC 20 Strength saving throw or become restrained for 1 minute (concentration). Shion may increase this jutsu's DC by 1 for every 2 additional chakra spent.

Evil Sealing Method (25 Chakra). Shion surrounds a creature's Cursed Mark, a Kurama Clan Prodigy's Kekkei Genkai mark, or a similar feature (with the key elements being awakening on a failed saving throw and the feature only affecting the user for potentially more than 1 turn) with a barrier of chakra only accessible by the creature themself. They can activate said feature as a bonus action, they gain a +2 bonus to saving throws incurred by their use of the feature, and it no longer activates automatically.

REACTIONS

Bell Barrier Jutsu (6 Chakra). When Shion is hit by an attack, one creature or object within 30 ft. has its damage reduction increased by +6 for 1 minute (concentration). While a creature is under the effects of this jutsu, Shion can spend 4 chakra as a bonus action to cure them of one condition and cause them to shed dim light for 60 feet.

Sight Beyond Sight. When Shion or a creature she can see within 60 feet of her makes an attack roll, an ability check, or a saving throw, Shion decides whether the number rolled is the minimum needed to succeed or one less than that number (her choice). When Shion uses this feature, she gains one level of exhaustion.

After Shion's ascension to shrine maiden, her powers grew, eventually allowing her to awaken her Haraigan, if sparingly and unwillingly. Each of the over 100 times, she was shown her own death and forced to pick another to die in her place, a duty her guards fulfilled dutifully, but one that weighed heavily on her heart. Combined with the loneliness from her childhood, she began to appear callous and uncaring. When Yomi's minions attacked, she foresaw the death of Naruto Uzumaki at the hands of Moryo. When he rescued her that morning, she repeatedly warned him, despite thinking it was impossible to defy her foresight. When she finally made it to the shrine with the help of Naruto and his team, her attempts to seal Moryo failed due to Yomi acting as its vessel, though he died in the process, terrifying her. As Naruto held off the demon, the fragment of power Miroku had left within Moryo began to resonate with her bell. Releasing both, she suddenly gained a massive boost of power.
