This page references canon events in the series of Tokyo Ghoul and Tokyo Ghoul:re, so it might contain spoilers for the story. The informations reported here are given assuming that the campaign follows the canon storyline tho it can be adapted to play any story.
Wards[edit]
The world of Tokyo Ghoul takes Tokyo as its primary location. Like real Tokyo, the city is divided in wards, that allow for a better management of the city ground.
1° Ward[edit]
The 1st ward is the Chiyoda ward in Tokyo. It is the center of government for the city of Tokyo city and the primary headquarters of the Commission of Counter Ghouls. For ghouls, the ward is nearly uninhabitable.
2° Ward[edit]
The 2nd Ward is the Chūō ward in Tokyo. For ghouls, the ward is nearly uninhabitable due to the high concentration of CCG forces.
3° Ward[edit]
The 3rd Ward is the Minato ward in Tokyo. For ghouls, the ward is nearly uninhabitable due to the high concentration of CCG forces.
4° Ward[edit]
The 4th ward is the Shinjuku ward in Tokyo. For ghouls, the ward is nearly uninhabitable due to the high concentration of CCG forces.
5° Ward[edit]
The 5th Ward is the Bunkyō ward in Tokyo. For ghouls this ward is the closest to the CCG headquarters that they can safely inhabit.
6° Ward[edit]
The 6th ward is the Taitō ward in Tokyo.
7° Ward[edit]
The 7th ward is the Sumida ward in Tokyo.
8° Ward[edit]
The 8th ward is the Kōtō ward in Tokyo. The ward, being of lesser importance to the CCG, has always had a shortage of ghoul investigators.
9° Ward[edit]
The 9th ward is the Shinagawa ward in Tokyo. During the rise of Aogiri Tree, many investigator killings occurred in this ward. And this is where there was also a civic attack because of the Clowns, CCG had to set up an emergency squad to fight the atrocities that the Clowns perpetrating.
10° Ward[edit]
The 10th ward is the Meguro ward in Tokyo. During the rise of Aogiri Tree, many investigator killings occurred in this ward.
11° Ward[edit]
The 11th Ward is the Ōta ward in Tokyo. This is the ward where Ken Kaneki was turned into a one-eyed ghoul.
12° Ward[edit]
The 12th ward is the Setagaya ward in Tokyo. During the rise of Aogiri Tree, many investigator killings occurred in this ward.
13° Ward[edit]
The 13th ward is the Shibuya ward in Tokyo. In the past, this ward had so much bloodshed it is scary even for ghouls. Since then the CCG has achieved total closeout in the ward, an action accredited to Juuzou Suzuya and his squad.
14° Ward[edit]
The 14th Ward is the Nakano ward in Tokyo. Cannibalism is the latest trend among ghouls living in this ward.
15° Ward[edit]
The 15th ward is the Suginami ward in Tokyo.
16° Ward[edit]
The 16th ward is the Toshima ward in Tokyo.
17° Ward[edit]
The 17th ward is the Kita ward in Tokyo.
18° Ward[edit]
The 18th ward is the Arakawa ward in Tokyo. Little is known about its conditions, though it was the territory of Miza Kusakari and the Blades, which made it technically apart of Aogiri Tree's territory, that is before the Rushima Landing Operation.
19° Ward[edit]
The 19th Ward is the Itabashi ward in Tokyo.
20° Ward[edit]
The 20th ward is the Nerima ward in Tokyo. The ghouls call this ward "docile," because it is relatively peaceful compared to other Tokyo wards. Before the death of Ippei Kusaba, an investigator had not died in the ward for 10 years.
21° Ward[edit]
The 21st ward is the Adachi ward in Tokyo. The ghouls of the 21st had been fighting for leadership, therefore it is unknown who is managing it. It is primarily known as the home of the illustrious Tsukiyama family, and their sprawling estate.
22° Ward[edit]
The 22nd ward is the Katsushika ward in Tokyo. The 22nd ward was featured on the news as the Branch Office went under attack by members of the Clowns as Iwao Kuroiwa and his squad attempted to retake the building.
23° Ward[edit]
The 23rd ward is the Edogawa ward in Tokyo. Ghouls avoid the 23rd ward due to Cochlea's presence, which is one of the CCG's most valuable assets. Therefore, it is also the setting of all three raids of Cochlea that occurred, and houses useful and/or dangerous ghouls from rate C to SSS in its area.
24° Ward[edit]
The 24th ward encompasses the deepest parts of the large labyrinth that the ghouls dug in Tokyo's underground in the past. It has also been stated by several characters, the most notable being Touka Kirishima, that it is by far the most horrible out of all the wards in Tokyo due to the difference in human to ghoul ratios.
