If you are wearing light or no armor you suffer no penalties associated wielding two weapons.

Dex 19, Two-Weapon Fighting, Improved Two-Weapon Fighting, Greater Two-Weapon Fighting, Base attack bonus+12.

You make your attacks at no penalty for wielding two weapons as long as you are wearing light or no armor and are proficient in the weapons.

Rangers with Two-Weapon Combat Style Mastery may take this feat, as normal with the Two-Weapon Combat Style its effect will be ignored if they're wearing anything other than light or no armor.
