The crux of the matter is the number of actions the character has, not the number of arms the current form has. (I assume this octopus either adventures underwater or has magically delt with the need to breathe on land, and see, and the fact that an octopus cannot support it's bodyweight on dry land to move around... but I digress).

I am guessing we're talking 3.5 or similar here. You can run down an octopus monster listing and use that as the model for your druid's attacks. Or rely on the basic combat rules regarding the one combat action the character has which has likely been spent on the grapple attack. The druid can let go, but it takes his next turn in the next round to attack again.

And if this druid is using some type of reverse water breathing spell to be an octopus on land, I personally would rule that all he can do is slither around like a lump on the ground out of water. Take an cotopus out of the water and drop it on the deck of your boat, or a dock, or something and see what happens.
