I am not sure if you notice but heavy cut is now not worth it an action to add damage, well how do you do that and attack the same turn is not possible and why limit it? it meant to ad more damage every attack as your ability to put you total strength behind a swing, unlike others who might not. so for it being an action so you can't attack and use it in the same turn and only have a max of a natural 5 usages without any magical means.
