Historian:When you take the Help action to aid another creature's ability check, you can make a DC 15 Intelligence (History) check. On a success, that creature's check gains a bonus equal to your proficiency bonus, as you share pertinent advice and historical examples. To receive this bonus, the creature must be able to understand what you're saying.

Nimble Escape. The goblin can take the Disengage or Hide action as a bonus action on each of its turns

Dueling Fighting Style. When the goblin is wielding a melee weapon in one hand and no other weapons, it gains a +2 bonus to damage rolls with that weapon (included in the attack).

Second Wind (Recharges after a Short or Long Rest). The goblin has a limited well of stamina that it can draw on to protect itself from harm. As a bonus action, the goblin can regain 10 (1d10 + 5) hit points.

Action Surge (Recharges after a Short or Long Rest). On the goblin's turn, it can take one additional action on top of its regular action and a possible bonus action.

Weapon Bonding Over the course of 1-hour short rest, you can bond a weapon to you. Once bonded, you cannot be disarmed unless you are incapacitated and if the weapon is on the same plane of existence, you can summon it to your hand as a bonus action. You can bond up to two weapons at once.

This goblin is a Level 5 eldritch knight with 3 lvl 1spell slots:

Cantrips: Green-Flame Blade, Blade Ward

1st level spells Burning Hands, Ray of Sickness, Protection from Evil and Good, and False Life

Multiattack The goblin can attack twice, instead of once, whenever it takes the Attack action on its turn.

Having some service under their belt, their higher-ups gave them a promotion. Being the most scholarly of the soldiers, these goblins will likely be studying magic or finding some way to use it on another. They are well equipped to take on enemies as a frontline combat mage or fire at others a medium range. They often look upon their fellow soldiers, treating each other distantly, and even fighting. They are isolated, preferring to lose themselves in a good spellbook.
