For that one moment when someone says "yeah, you and what (small) army?" This spell summons 12 Chaos beasts, they are entitled to a will save, if they fail they are summoned where the caster wants within 75ft and immediately attack his foes to the best of their abilities. If the caster can communicate with them they can direct them to Attack particular enemies, not to attack or to do other actions. Any new chaos beasts created by the summoned ones are not under the casters control and do not disappear after the duration ends. However, they may be willing to follow the lead of the first Chaos beasts so long as they're around, after that though the casters as much fair game as anyone else.
