It seems the general gist is to give the spellcaster a bonus to hit and damage with melee spell attack, but the numbers given and the example are contradictory and poorly worded. Hardly worth fixing, as there are already official and homebrew cantrips that grant melee spell attacks. (discuss).

Elemental Overlay
Transmutation cantrip
Casting time: 1 bonus action

Components: V, M (Something that refers to the element)
Duration: Up to 1 minute

You overlay your magic or your weapon with Elemental power. If you overlay your spell with Fire power you will change the damage type of the spell to Fire damage. If you overlay a weapon you may replace your melee attack with a melee spell attack. You may add your spell-casting ability modifier to the damage with that weapon instead of the Str or Dex Bonus. The damage type is converted to any Elemental damage. When you Prepare the Elemental Overlay you have to Choose which Element you want to prepare with it. For example at your Long Rest you Choose Frost then you are stuck with Frost untill your next Long rest. At higher lvl you can prepare more Elements.

For example if you are a Wizzard and you have 16 Intelligence and 14 Strenght and you overlay a melee weapon with Elemental overlay, you choose Frost and overlay a quarterstaff. The stats of the quarterstaff will be +5 to hit (Charisma + proficiency bonus) Damage: 1d6 (1d8 Versatile) +3 Frost damage ( charisma) The weapon or the spell changes when you overlay it, giving it a Cold aura and a Blueish look.

The damage of the melee attack or spell increases by +1 and the Amounts of Elements you prepare increase also by 1 when you reach 5th level (+1), 11th level (+2), and 17th level (+3). Any additional damage dice can be split as you desire among the Damage Types
