it isn't free spell scrolls, when wizards add spells to their spellbooks either from spell scrolls or another spell book the source of the spell is consumed, it is the same here so you just end up with an equal number of spell scrolls lying around as before you changed the spell. They are also of the same level so there is no issue with "making gold pieces".
