You do also need Craft Wondrous Item, See Invisibility, Detect Magic, and Owl’s Wisdom; Cost to Create: 4,750 gp + 380 XP.
and I could be wrong, but I think only a WARFORGRED can wear it. A FREAKING WARFORGED! how many people use warforged?
