I think you are going for a character from the Soul Eater anime here. I liked the anime, but that character isn't really suitable as is in DnD rules. Not addressing balance here, just some mechanics.

ok... To start lets assume a level 5 sword god with 18 strength. He carries a single scabbard that contains 20 weapons? Assume for a moment that he likes scimitars or longswords, weighing in at 4lbs each, thats 80lbs on his back right there. It HAS to be on his back because unless you were a large size creature (at minimum) you couldn't carry that on your hip. So he has an 80 scabbard on his back, and this this is quite sizeable to contain 20 swords averaging atleast 3.5 feet each in length; so lets say his scabbard has to be atleast three feet deep if not more, and to accomodate 20 swords it would need to be 3.5-4 by say 2 feet at the top to allow room for the blades and pommels.

At strength 18 the carry capacity will be up to 100 for a light load, 101-200 for a medium load. We already have 80lbs in swords, and I'd say another 20lbs atleast for a scabbard big and sturdy enough to hold 20 swords; so 100lbs to start. The character then has all his other gear (armor, clothes, etc etc). So we can assume he is at minimum carrying 140lbs of gear, giving him a medium load at best. This will impose dexterity modifier caps, armor check penalties and possible movement limits on him; all this in addition to any from armor they might have on.

I would suggest that instead you change it from carrying 4 swords per level to manifesting 4 mindblades or soulmelds per level, scattered about. This would free the need for all that weight and the huge scabbard. When a sword is used it dissipates and then reforms in the IOSS circle. Also, grant the SG the ability to take a free 5 foot step with each successful attack during Blindside (without provoking attacks of opportunity) so as to be in range of more of his weapons, but limits his movement so that he may not leave the radius oh his IOSS during a Blindside. This makes his weapons available to him, but doesn't allow him to become the Flash (except during his Blindside attack). Attempting to leave the IOSS radius with enhanced movement would dispell all hiw swords as a failed check (see below) and daze him for one round.

Also, allow him to be subject to dispelling attempts. If he fails his DC against the dispell then one of his swords winks out of existence for each point he failed; don't allow him to reform dispelled swords without a successful concentration check (and not before 2 rounds have passed at minimum). A critical failure on the dispell check would negate all his weapons and stun him for a round, followed by dazing hims for an additional round.

Swords Addition: limit it to 1 sword per SG level +1. At 5th level that would be 6 swords for a total of 62 damage. Swords Multiplication would double this to 124 damage. Enhanced movement during both limited as for Blindside.

Unlimited Bladeworks: Change it so that in his private combat plane his swords cannot be dispelled, and the radius of his IOSS is the radius of the plane. Also double the damage from Swords Addition, and thus Swords Multiplication by result. I wouldn't allow the opponents to use the weapons as they would still be a manifestation of his psyche/soul. Don't apply any penalties to the enemies, but say the SG isn't affected by terrain penalties in his plane. The fact that he would have near unlimited movement, going from target to target, would would make range problem enough for his enemies. Limit the duration to 3 rounds per SG level and no more than three times per day, 15 rounds should be quite enough time for his insane speed and relentless attacks to decimate his enemies. --Elohim (talk) 13:48, 5 July 2014 (MDT)
