Dunno why the OP made this one an artifact, especially without a backstory. Its abilities are easily quantified. As it's silly to be able to use both fireball and delayed blast fireball, I dropped both to uses per day.
Delayed blast fireball 1/day: 13*7*1800/5
Fireball 3/day: 5*3*1800/5*3*.75
Pyrotechnics at will: 3*2*1800*.5
Control flames at will: 1*1*1800*.5
32760 + 12150 + 5400 + 900 = 51,210 gp
