This needs:
- some targeting information (to stop you targeting the King of Whatever from the other side of the world)
- a saving throw
- charges or other limitation to stop you repeatedly issuing challenges
- an expiry on the challenge so you can't lock up a creature indefinitely

- Saving throw of Charisma - 10
- Once during an encounter
- Just like it is written in the Duel Challenger feature of Knight of Bretonnia (5e Class) class.
