I have edited the speed and added a racial power for phasing. My question is why would phasing be a restricted power, "Suggest making a phasing move a daily racial utility power at level 6 or higher." when eladrin can teleport as an encounter at level one?

You can only teleport to a square you can see. Phasing lets you walk through walls. You could bypass whole sections of dungeons. In the PHB there's only one power that allows you to phase (ghostplate armor, at level 9) and it's a daily power. Marasmusine (talk) 13:53, 9 July 2012 (MDT)
