A magic item takes time, money, and XP to create. With a very simple build it's possible to eliminate all three needs.

Any race without level adjustment or racial hit dice, but human works best.

Extraordinary Artisan, Legendary Artisan, Exceptional Artisan.

No specific items are central to this build, but magic items in general are your friend.

Artificer bonus feats are essential to this build, and without them it is probably impossible to accomplish.
[edit] Progression
You'll want to make sure you have a high charisma for UMD like any artificer, and intelligence for infusions, though infusions aren't as important in this build.
All levels should be artificer, and all artificer bonus feats as well as all normal feats should be four each of Exceptional Artisan, Legendary Artisan, and Extraordinary Artisan, taken four times each in any order. If you went with human, you have one extra feat slot to fill, which I would fill with either craft construct or bind elemental, as those are not automatically given to artificers.
[edit] Highlights
The three Artisan feats each decrease either time, gp, or XP taken to make a magic item by 25%, and they stack with themselves is taken more than once. This means that if each is taken four times, it literally costs nothing as far as those things go. This means that you only need to make the proper UMD checks to emulate spells and other requirements, but this isn't a problem because with no time being needed to do so, you literally have all the time in the world to make as many UMD checks as it takes to succeed. Technically, since you need no materials or time to make them, you could even create whatever item you happen to need in the middle of a battle.
