Can a Scout or Fighter etc with multiple Attacks use this Feat to Attack while moving on both of her Move Actions or would the taking of a Multiple Attack action ie a Full round action preclude this?

You're fundamentally misunderstanding this feat and it's function. It doesn't give the user any extra actions. A person still only has either a Full-Round Action, or a pair of Move and Standard actions. The only difference is that you can move a portion of your normal move action, and use a standard action to attack, before continuing the rest of the move action. If the person is using a Full-Round action, they are using up their move action in favor of attacking multiple times, so they don't get to move or take advantage of this feat. There is some discussion about Greater Manyshot and this feat to move, fire multiple precision shots, and move after in order to skirmish. The catch is the text in Shot on the Run specifies, "attack action", which does not include Greater Manyshot, even though it is a standard action as well.
