Reborn Coalition of Soviet Nations (Fallout Supplement)

An organization of Eastern European tribes, this government initially formed to create an egalitarian society, but has since fallen to competition with those it initially set out to defy.


History[edit]

When the European Union coalesced in 2125, several tribes refused to join, arguing the Union wasn't dedicated to helping the proletariat. Economic sanctions against these tribes made survival a nightmare when compared to the easy lives of those within the EU. Despite the formation of the "Eastern Bloc", they simply could not survive without the supplies available to Union tribes. The winter of 2148 was the breaking point for much of the Eastern Bloc. In 2198, the winter began weeks before food stores were ready, and lasted months longer than any before it. While most of the tribes were forced to accept the EU's annexation (albeit under generous terms), the Belukr tribe (located on the border of former Belarus and Ukraine) continued to refuse.

Many members of the Belukr succumbed to starvation by the end of the winter, and it was clear the tribe was without support. However, despite the dissolution of the Eastern Bloc, many Belukrians felt their cause to triumph for the lower classes was still a necessary battle. A few campaigned that the relatively small tribe should begin to migrate, and look for new resources further east. In the spring of 2149, the entire tribe began the trek to Moscow, where pre-war literature held there were others who shared similar beliefs.

Moscow: Discovery, Disappointment, Compromise[edit]

Upon arrival, the Belukrians found a city ravaged during the nuclear war, victim to a number of opportunistic strikes during the chaos. Having traveled thus far, the tribe was not about to return to the EU's territory, and decided they would scavenge any useful materials, and continue their exodus further and further from Europe. What they found in the wreckage of Moscow were occupied vaults, buried beneath the rubble. Inside were those who could afford to reserve spots within the vaults. While seats within the vaults were not cheap, neither were the accommodations. Each of the three vaults were loaded with technology and supplies that could easily supply tribes hundreds of times the size of Belukr.

However, the survivors within the vaults were not as altruistic as the Belukrians. Like many of the U.S. vaults, Russian vault dwellers became xenophobic and elitist. After months of refusing entry to the starving Belukrians, a deal was finally negotiated: the Belukrians would begin rebuilding Moscow, and the vault dwellers would provide them with food and technology.

This relationship evolved over the years. Eventually, the vault dwellers came ever so slightly to the Belukrians' way of thinking. They realized that providing livable resources provided them a loyal work force. Providing the Belukrians a modest amount of wealth and power began to attract other eastern EU tribes. Over the course of a decade, the Muscovite vault dwellers and the tribes they attracted formed an alliance in 2159, known as the Reborn Coalition of Soviet Nations.

2230: Opportunity from the Ashes[edit]

The Reborn Coalition of Soviet Nations enjoyed significant growth in its first two decades. The formation of a tribe which fought for values the EU had seemingly abandoned attracted hundreds of settlers. The allure of Pre-War technology would normally have lured engineers and technicians, but the RCSN's strict policy of equality for non-Vault dwellers meant that technicians were never paid what they could earn in EU territories, and many stayed where they were best compensated. Without the immigration of technicians, the Muscovite vault dwellers held a monopoly on technology, and its maintenance. For this reason, in the egalitarian RCSN, vault dwellers were more equal than other members.

The 2230 Crash changed this.

On May 4, 2230, a U.S. satellite crashed in a lake to the north-east of Moscow, and its payload of nuclear warheads detonate. While the warheads did little physical damage, their EMP effect crippled electronics within hundreds of miles, incapacitating the technology of most of the RCSN and Eastern EU. Rather than setting back these territories, this provided an opportunity for the original Belukrians to seize more control from the Muscovite Vault Dwellers. Since most of the vault technology was temporarily useless, the Belukrians and other former EU tribes held an upper hand, since they had been producing food and maintaining other important services without technology for decades.

With their new-found prominence amongst the newer Coalition tribes, the Belukrians were finally able to change some of the policies of the RCSN. Instead of attempting to lure EU tribes with promises of technology and easy living, the RCSN began to take an isolationist stance, building its own infrastructure and social system before trying to attract other tribes.

Revolt, Failure, Mystery[edit]

While the vast majority of Coalition citizens found their living standards rising, the original Muscovite vault dwellers were asked to donate more and more of their equipment to the nation as a whole, while they saw less personal gain. While the vault dwellers were outraged that they labor force was using their technology, the popular support for the redistribution forced them to keep their discontent quiet.

For over 40 years, the vault dwellers watched as their technology was devoted to improving agricultural and industrial output, as well as the standard of living for all. While most accepted the transition of power, a few held a grudge, and plotted to overthrow the Belukrians. Appealing to the EU and various RCSN dissidents, and convincing a portion of the military to support their cause for "economic freedom," the vault dwellers had enough force to begin a coup, and attempt to overthrow the Belukrian-dominated government in December of 2277.

What happened next is a matter of significant debate. The vault dweller's rebels had more than enough arms to overpower a small army, and had infiltrated most of the Moscow Kremlin, the center of the RCSN government. However, the revolution was crushed, despite all of the odds in its favor. Inside sources hold that visiting foreign dignitaries crushed the rebels within the Kremlin. While official records do not match this claim, some meetings are kept off of the books, particularly those with groups that are from the EU. However, this story is considered to descend into lunacy when some of the sources claimed the saviors arrived in an aircraft, and were armed with bizarre and highly advanced weapons. Combined with a natural desire to believe in the official record of bravery and superior tactics by the loyalist forces, these outlandish tails have been mostly dismissed by the public, though a few still search for explanations.

Eastern Expansion[edit]

With the most rebellious elements of the Muscovite vault dwellers eliminated, the Coalition began to investigate claims that EU tribes had provided arms to the rebels. While little hard evidence was found, distrust of the EU lead many prominent voices to advocate war with the EU. However, the RCSN did not have the power to win a war with the EU. Whereas the union had spent a considerable amount of resources on the tools to subdue and colonize nearby regions, the Coalition had focused on developing its own industries to enable independent survival and to raise the living standards of its people.

With the realization that the EU may work to destroy them, it became imperative for the RCSN to find more resources and improve its defenses. To this end, military commander Anton Slavik proposed that a military expedition be sent to the eastern reaches of Russia, searching for pre-war military bases and other tribes that might aid them in their cause. The expedition continued for three years, as Slavik's men combed through the ruins. The trek continued to the eastern reaches of former Russian territory, to the last port town not encased in ice: Okha. Here, the military began establishing an outpost that would allow easier contact with the newly discovered People's Republic of Asia. Unfortunately, the difficult return journey to Moscow forced Okha to operate on its own, until a secure route could be created.

The New World[edit]

As relations strengthened between the Reborn Coalition of Soviet Nations and the People's Republic of Asia, the RCSN's eye's turned further east, across the Pacific ocean. The Great War had devastated most of the territory of Pre-War Russia, and while the RCSN was still working how to develop what minimal resources were discovered, Slavik wanted to press forward to former USA territory. A few leaders in the Coalition opposed the idea, and argued that they must make the best of resources they already had access to. However, the possibility of pristine technology and other resources in what they assumed would be an untouched region proved a far more persuasive argument. After all, who would move to the northernmost reaches of the earth after the apocalypse? Another motive stirred others: the possibility of conquering the land of those who started the Great War was far too tempting to ignore.

With aid from the PRA, the RCSN military at Okha was able to repair a few ships, and convert them to sail power. Training the crew proved a more difficult process, since no one in the RCSN had set sail since the Great War. With the help of a few remaining training manuals and some Pre-War ghouls, the navy was ready to set sail by 2302.

The arduous journey took months, and despite various flaws in navigation and equipment failures, the RCSN explorers landed on the Alaskan shoreline. To their surprise, they did not find a pristine arctic landscape devoid of life, but rather a surprising number of Music Appreciation Scouts. Diplomats from the respective groups met immediately, and found that the two groups were more closely aligned than either had predicted. While the RCSN was not able to annex new territory, they had found a much more valuable resource: another potential ally and trading partner. Soon, trade routes were established over the sea: the Society provided pharmaceuticals and medical equipment in return for food and technology from the RCSN, and weapons from the PRA.

Principles[edit]

With the RCSN currently headed by Belukrians, the Coalition has maintained a largely isolationist stance towards other tribes, refusing to become involved with most international conflicts, and focusing on the development of its own infrastructure. Beyond trading with the Society and PRA, the RCSN has little contact with other tribes. However, a small but vocal group have been advocating for war against the European Union for its involvement in the Muscovite Revolt. After years of lobbying, they have been slowly gaining support from government officials . . .

  • Citizens of the RCSN have a guaranteed living space and a stipend of food
  • Borders are sealed to non-Coalition members, or immigrants who have not been thoroughly investigated
  • The government is a coalition of parties, with frequent debates over possible changes to the RCSN

Technology[edit]

After the Crash of the 2230's, technology became a scarce commodity. Most of the remaining pieces of advanced equipment, particularly medical and agricultural devices, were commandeered by the Belukrian government when it rose to power. The government's strict control of technology has allowed the RCSN to maintain the standard of living for its citizens. With the eastern expedition lead by Anton Slavik, more technology has become available, but it is also distributed as the government of the Coalition sees fit. For this reason, while the RCSN does have a relatively high level of technological advancement, only a small amount of the equipment is privately owned.
