Racial Powers (4e Variant Rule)
From D&D Wiki
[edit] Racial Powers
This variant takes account of a character's ability to tap into specific racial abilities as well as those of their class. When you select a new class power, you can instead choose a power from your racial power list. You can only have a single racial power from each category (at-will attack, encounter attack, daily attack and utility). You must always have at least one power of each category from your class.
You cannot select racial powers of another race, even through power swap feats. If, however, you have a racial trait that enables you to select feats from other races, you can also select racial powers from those races, though you can still only select one racial power from each category.
Example: An elf fighter wishes to embrace the magical nature of his race, so he decides to select racial powers from the elf racial power list. He decides he would like an at-will magical power, so he selects sylvan strike in addition to a single fighter at-will power. He cannot select any other racial powers at 1st level, as he would not have at least one class power of each category. At 11th level, if he were to paragon path multiclass, he would have to replace sylvan strike with an at-will power from his multiclass, because he would not have at least one at-will power from his class if he replaced his class power.
