You may, at a reduced, or even nonexistent, cost to overall accuracy, attempt to disable your opponent by targeting important regions.
Benefit: You take 2 less penalty to your attack roll on any targeted strike while still dealing the full penalty for successful hits. You may attempt 'impossible' strikes at a -4 penalty. You do not have to be using the full attack option to use a targeted strike.
Normal: You take a -2 penalty for 'basic' targeted strike (i.e. arm, leg), or a -4 for 'difficult' targeted strikes (i.e. solar plexus, groin), with anything harder being an 'impossible' strike that you cannot attempt. You must use a full attack action to attempt any targeted strike.
Special: A fighter may select Improved Targeted Strike as one of his fighter bonus feats.
