Help Making An Odd Monster a Player Race

I am aware of the Savage species section on turning monsters into classes that can be played, and some other sources, however, either I am missing something horribly evident, or am simply dumb, but I would like some help turning a particular creature into something I can turn into a character. In expanded psionics there is a fine size creature known as a puppeteer which strikes me as an incrediblyn interesting idea for an odd, monstrous character. I Think it would be a zero...or maybe +1 ECL race, but am looking for help converting it.
