An Elite Rioter is excellent at rousing others to battle. He is that one charismatic person you'll find at the center of any riot.

When the elite rioter spends an action point, it and all allies within 5 squares gain 5 temporary hit points.
Leader Tactics
When the elite rioter is flanking, it and the creature it flanks with gain a +1 AC bonus.

Attack: Melee 1 (one creature); +8 vs. AC
Hit: 1d10 + 3 damage and the target is marked until the end of the elite rioter's next turn.

Effect: Make two broadsword attacks, against one or two targets

The Elite Rioter can be of any humanoid species, and is typically a strong person. They are all very good at rousing others to fight and inciting bloodlust. The Elite Rioter surrounds itself with other monsters, always minions and often rioters. It will often go for the toughest enemy to ensure that its minions follow it.

Encounter Groups[edit]

Elite Rioters are usually found in the middle of riots, as the name would imply.
