It specializes in energy types, does not specify which feats are even meant, and modifies attacks (instead it should give attacks). I do not see a dragon-like race here, rather one that attempts to just modify its combat-potentials. (discuss)

Half-dragons are the result between a humanoid creature and a dragon. A draconic creature is the result of a half-dragon and another humanoid of the same type. But where as half-dragons are usually scorned and feared in society, draconics excel and flow through it. They are charming yet intimidating, and while they lack the monstrous features of their forefathers, they keep the personality intact.
Play a draconic if you want to...
- to be quick and persuasive
- to have dragon blood without having a monstrous appearance
- to be a member of a race that favors the rogue, warlock and sorcerer classes
