O.k. I want to make a magic weapon but i can only make mundane. how do I fix this?

You need to have the appropriate item creation feat, in this case Craft Magic Arms and Armor, you have to know the spells appropriate to the magic item you are trying to make, like Flame Blade, Flame Strike, or Fireball for the magic weapon property Flaming, and must be of the appropriate caster level, in the case of flaming you need to be CL 10. Then you craft the item, cast the spell, spend the gold, spend the XP, do a little dance, and presto you have your magic item. Of course all of this involves rolling some dice.
