Discussion:Leveling up in 2nd edition

I've been selected as the DM for my 2nd edition group, and I've read through most of the Player's Handbook and am started on the DMG but I've discovered an issue not discussed in either of them that much concerning leveling up. When a character levels up, how many points am I supposed to give them for increasing their attributes?(Str, Con, etc.) I can't find it anywhere and I don't know of any other way that they would increase their attribute levels. Tips? Advice?

Attributes are not supposed to go up in second edition, except through Wish spells and the like.

It should say somewhere in the DM guide that increasing stats is totally optional to the DM if the character was to take time to "train" their character in that ability. Of course it is only allowed by the DM if such an increase were to happen. As an option, I would force the allotment of proficiency points to make up for the increase in ability.
