Does the same apply to warlocks and sorcerers?

So I guess this went unanswered, but just in case anyone else has the same question:

  • There's no spell failure chance.
  • You take a -2 penalty to attack rolls and Reflex if you wear armor you're not proficient with. Your wizard can wear plate armor straight away with these penalties
  • Armor feats are in the Player's Handbook.
  • The same applies to warlocks.
  • See Arcane Tank (4e Optimized Character Build) for how you might do this, and see it's talk page for good reasons why it's a bad idea.
