As per the feat, it says it doubles the threat range with the chosen weapon.. Here is my question: Is it possible to use Improved Critical for Ray Spells? You can use Weapon Focus, and Weapon Specialization (as far as i know), so I would assume it would be the same.

Yes. Complete Arcane pg. 72. Other eligible feats: Point Blank Shot, Precise Shot, Weapon Focus. You can use Improved Unarmed Strike, Stunning Fist, and Weapon Finesse with touch spells.

Actually, Complete Arcane sorts "Weaponlike spells" into two categories: ranged and touch. Ranged seems to include any ranged spell that requires an attack roll. It's actually broader than in the PHB.
