3/day: Allows the wearer to use the Countersong bardic music ability as an immediate action.
Constant: Grants +10 competence bonus to Knowledge (local), Use Magic Device, and all Perform skill checks.
5 charges/day: allows the wearer to retain a spell slot when she casts a spell (as if she had not cast it). One charge is expended for every level of the spell cast.
