In developing technology, the most important aspect, before resources or character skill, is your civilization, specifically it's level.
Your civilization level is based on experience, like your character. Each level of civilization is gained after a specific amount of experience, as shown on the below table, gained through the acquisition of resources, the development of technologies, and the advancement of individual characters. Conquest of other civilizations will also contribute to level. It is up to the GM to award civilization experience at his or her discretion, but there are guidelines below.

| 5 | 81 - 100 xp | 2nd |
| 6 | 101 - 120 xp | 2nd |
| 7 | 121 - 140 xp | 3rd |
| 8 | 141 - 160 xp | 3rd |
| 9 | 161 - 180 xp | 3rd |
| 10 | 181 - 200 xp | 3rd |
| 11 | 201 - 220 xp | 3rd |
| 12 | 221 - 240 xp | 3rd |
| 13 | 241 - 260 xp | 4th |
| 14 | 261 - 280 xp | 4th |
| 15 | 281 - 300 xp | 4th |
| 16 | 301 - 320 xp | 4th |
| 17 | 321 - 340 xp | 4th |
| 18 | 341 - 360 xp | 4th |
| 19 | 361 - 380 xp | 4th |
| 20 | 381 - 400 xp | 4th |
(Note: The level cap here is by no means mandatory. You could quite easily continue on awarding experience points and increasing Civilization Level ad infinitum, following the pattern above.)
