This cloak seems light and looks indistinct around the edges, and when worn by a character its magical properties make the wearer's outline appear blurred, shifting and wavering. This distortion grants the subject concealment as the 'blur' spell, granting a 20% miss chance on attacks against the wearer and allowing him to make hide checks. It functions continually.
Prerequisites: Craft Wondrous Item, blur.
