Since this spell is of the [[SRD:Water Effect|water]] effect type, its not [[SRD:Fire Effect|fire]] damage, even though it is hot. A DM may adjudicate that it is [[SRD:Fire Effect|fire]] damage anyhow on a case by case basis. Though, I'd just like to point out that I personally don't feel that it counts as [[SRD:Fire Effect|fire]] damage. Afterall, since its water, it would hurt a [[SRD:Fire Subtype|fire subtype]] creature, but would it deal the extra damage to a [[SRD:Cold Subtype|cold subtype]] creature?
